Objectives:
· To lead application development and enhancement for some organizational units of the Bank.
· To serve as an expert in the interpretation, implementation, operation and maintenance of some of the Bank?s Software systems.
Duties and Responsibilities: Under the general direction of the Manager, Divison of Applications Development and Enhancement (CIMM.1), the incumbent will carry out the following tasks:
· Develop and maintain applications to support the Bank?s business needs, as requested by the users.
· Develop and configure application software using Bank adopted state?of?the?art development tools including: high level application development languages such as SQL and Oracle tools under UNIX or Windows NT operating systems, and other database management software (DBMS); prototyping tools; and utility programs.
· Facilitate inter-project coordination on the common architecture or global system issues. Work with technical specialists to resolve difficult programming and configuration problems. Research and develop solutions to difficult technical issues relating to the underlying structure of an information system.
· Develop feasibility studies and requirements analysis to justify and support the development of new and enhanced information systems.
· Participate in the development, and implementation of 3-tiered J2EE-based web applications that requires expertise in Java, XML, XSL, or 2 tiered Oracle SQL or other Oracle Tools applications that require Oracle development tools experience and Oracle RDBMS through the complete software development lifecycle.
· Participate in Business Processes Reengineering activities as at when required.
· Interact with contract personnel and produce requirements and system documentation for software projects. Serve as Contracting Officer Technical Representative (COTR) for assigned contract support services tasks. As assigned, manage, administer and direct software development projects with responsibilities to plan, organize, control, coordinate, report, and budget the projects.
· Establish and coordinates the use of rigorous structured systems analysis techniques in the development of data collection, entry, manipulation, and reports. Determine needs for an effective user interface and tools required for operations of the systems and supporting software. Produce analysis and system design documentation in accordance to Bank standards.
· Work with criteria provided by CIMM to fully evaluate continuing needs for hardware, software, databases, and operating systems, and carry out detailed evaluations of commercial software, programming utilities, DBMS systems, and related hardware.
· Work within a team concept to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.
· Ensure that these functions are carried out professionally and in a manner supportive of a safe and healthy working environment, and exercise safety precautions when exposed to dangerous objects, chemicals, extreme temperatures, etc.
· Perform any other duties pertinent to the work of CIMM.1, assigned by the Division Manager or the Director.
Selection Criteria: (including desirable skills, knowledge and experience)
· At least Masters or equivalent degree in Computers Science or relevant discipline;
· Preferably a minimum of five (5) years of relevant professional experience in Java, EJB, XML, JSF, JSP Servlets, J2EE, JDBC, Struts and RDBMS, Object Oriented modelling and programming tools in a Unix environment, of which at least 4 years experience in Web applications and/or Oracle applications development experience required;
· Working experience in a similar Financial/ Multilateral institution or any other development institution;
· Strong interpersonal skills; Dynamic, efficient communicator, effective team-work player, result-driven, customer service oriented, analytical skills, and ability to work cross-functionally and under pressure;
· Ability to communicate effectively in English and/or French or a good working knowledge of the other language;
Skills in use of the Bank?s standard software: Microsoft office .etc., SAP or SUMMIT knowledge an advantage.
