This is a substantial project that will give London an orbital railway resulting in faster and more comfortable journeys for everyone and reduced congestion at major stations.. Using your commercial expertise, you?ll give it the strong focus it needs to provide best value.  
About us
Transport for London?s plans for the Overground in London are ambitious: to create a railway that encircles the Capital to provide opportunities to traverse London without using the heavily congested central transport network. Our partnership with Network Rail is one of true equals ? not just in terms of investment, but in terms of input, collaboration and integration.

Our Head of Commercial is already heavily involved in the work to integrate and transform the East London Line, which is one major component of the plan. Your involvement will be to manage all commercial matters related to the North London Railway Infrastructure Project, as well as involvement with Phases 1 and 2 of the East London Line Project, which will end up forming the complete circle.

Your role
Transport for London alone has invested £340m in the NLRIP project: your challenge will be to make sure we maintain the sharpest commercial focus, right the way through. Specifically, you will:

  • manage staff over three teams ? NLRIP Commercial, Contracts & Procurement, and Planning & Reporting
  • make sure budgets are developed robustly and realistically
  • actively manage costs in what will be an ever-evolving project
  • provide accurate and timely reports to inform important decisions, and
  • manage the relationship between TfL?s London Overground Infrastructure team and Network Rail.
What you?ll need  
As well as a relevant degree and RICS qualification, you will need substantial and proven experience of:
  • seeing major infrastructure projects or programmes through to completion (not necessarily rail-related)
  • coordinating a range of different people and working with an integrated team
  • thriving in a fast-paced ? and often high pressure ? environment

 



Key accountabilities
  • Management of the provision of specialist commercial support to ensure proper development of budgets, active management of costs, the provision of accurate and timely reports to support decision-making particularly on the NLRIP and to manage LOI?s relationship with Network Rail.
  • Provide functional and line management to London Overground Infrastructure commercial staff within the contracts, procurement and planning teams, in line with the organisational structure.
  • Management of programme controls function to ensure accurate, effective, consistent and timely reporting of overall Project progress and proper management of change.
  • Support the Head of Commercial in the management of Risk Management services to LOI team.
  • Provide assistance to allow effective mitigation and management of risks and the proper allocation and management of contingency.

Skills, Knowledge, Experience

Mandatory

  • Extensive experience of construction industry. Ideally in the commercial management of major multi-disciplinary schemes.
  • Relevant degree level or equivalent academic qualification
  • Well-developed interpersonal and communications skills
  • Substantail practical knowledge of procurement, contracts and cost management processes
  • Working knowledge of risk management and planning processes
  • Good Initiative, decision-making and analytical skills
  • Strong negotiation skills
  • Excellent relationship and stakeholder management skills, with a proven ability to influence at a senior level and manage external contractual relationships
  • Experience in solving complex commercial problems that may affect the project schedule, and developing solutions to ensure project timelines continue to be met.
  • Proven team player with people leadership, management and development skills.

Desirable

  • Experience in the Rail sector.
  • General understanding of the business and financial structure of the Rail Industry
  • Professionally qualified, preferably RICS qualification.
