No. 49 Bernard C Soriano, technology task force leader, California Performance Review Commission

Last year's position: Not placed
Following in the footsteps of Munich, the US state of California could well see a shift to proprietary software to open source - if Bernard C Soriano has anything to do with it.
As technology task force leader for the California Performance Review Commission, a panel charged with overhauling state government by Governor Schwarzenegger himself, Soriano and his team said California should consider switching to open source software where appropriate.
Their reasons? Not just to save cash but because open source products are more flexible and secure than their proprietary counterparts.
The massive scale of such a switch - and in the state that's home to some of world's biggest software makers - would be a major publicity win for open source.
