WS Atkins wins Liverpool contract

NEWS Liverpool City Council has awarded a consultancy contract to WS Atkins Information Technology division. The award is for consultancy and project management for the replacement of its corporate financial systems. The contract has not been priced, but it will last until 2000. WS Atkins won the contract for being "economically the most advantageous in terms of price", according to a Reuters report. The new system will replace the general ledger, creditors and debtors systems, and the cheque reconciliation system. The council is undergoing a period of downsizing in its operations and its holdings. It's in the process of selling off a large portion of its housing stock. All departments will have to maintain the same level of service with reduced resources. The existing financial systems, while functioning well for the present, need to be adapted for the councils changing organisational structure. A source close to the council said: "We are managing a multimillion pound operation here against a background of increasing demands for financial services but with diminishing resources. "Increasingly, the need for managers to have access to detailed financial information is critical. The existing corporate financial systems are fine for the corporate finance officers and accountants charged with looking at the big picture, but they are not so easy to use for non-finance officers and managers who need to understand budgets in a simple format at local level."
