NEWS British Trade and Industry minister, Peter Mandelson, pledged to make the UK the digital laboratory of Europe, in his first keynote speech since taking office. Speaking at a summit of technology CEOs in London, Mandelson pledged to boost demand for digital services, encourage innovation in the supply sector and set up the framework for a competitive market. He announced: "We want 25 per cent of government services to be available electronically by 2002." Mandelson recognised the need for early regulation to achieve this and announced plans to publish a report on the implications of television and telecoms convergence soon. He stressed, however, that technologies such as content filters could provide an alternative to Internet regulation. "I believe in competition wherever possible and regulation only where necessary," he said.
