French 3G licences to be decided on "beauty contest"

NEWS The French government has decided on the "beauty contest" approach for allocating its third-generation UMTS (Universal Mobile Telecommunications System) licences. The government will award four licences in the first half of 2001, based on the relative merits of each telco applicant. There will also be a flat-rate entrance fee. Candidates will be invited to tender in November or December, based on criteria published by ART, the country's telcoms watchdog, later this month. The licences will cost each operator FF32.5bn (£3.1bn) over 15 years, Finance Minister Laruent Fabius announced today.
