NEWS There were no surprises for the IT world as Stephen Byers launched Labour's business manifesto. The manifesto details plans to bring the super telecommunications regulator Ofcom on line by 2003, in line with plans outlined last year in a white paper. The party also announced plans for a more liberal regime on mergers and acquisitions, which takes account of the global nature of modern markets. The general drift is to bring about a lighter regulatory touch, in line with recent Conservative rhetoric on business, but the Tories nonetheless refused to welcome the announcement. A Conservative spokesman said: "The idea that the Labour Party could bring a light regulatory touch to anything is just ridiculous. They have just piled in more and more bureaucracy and regulation at every turn."
