NEWS Residents in Harrow, North London, will be able to review and pay their council tax bill online from today. Harrow Borough Council is claiming to be the first local authority in the UK to e-enable its council tax system. The system, developed by Unisys, will send residents an email alert when a bill is issued, allow them to check their account status or sign up to pay by direct debit at http://www.harrow.gov.uk . Almost half the borough's 220,000 inhabitants currently have net access. The council is planning to add TV licensing and parking fines to the system later this year.
