NEWS A leading technology official for the state of California broke down in tears during his testimony at the ongoing legal wrangling over a $95m Oracle contract. State CIO Elias Cortez was testifying before a committee investigating why the state last year gave its immediate approval to the huge contract in which Oracle was the only bidder. Cortez said he was being made a scapegoat and insisted his deputies had not expressed any doubts about the contract prior to it being approved. However, this statement contradicts the testimony of one of his deputies who claimed last week she had warned officials, including Cortez, about the merits of the contract. Cortez is reported as saying: "I'm being held accountable for other people's mistakes."
