The Queen mentioned the need to push on with incentives to curb climate change in this year's Queen's speech outlining the government's plans for the next parliamentary year, and said: "My government is committed to protecting the environment and to tackling climate change, both at home and abroad."
She added: "A bill will be brought forward to make the United Kingdom the first country in the world to introduce a legally binding framework to reduce carbon dioxide emissions."
The Queen also mentioned two other forms of legislation to up the UK's green ante.
She said: "My government will introduce legislation to provide clean, secure and affordable supplies of energy. There will be legislation to tackle congestion and improve public transport."
London already has Congestion Charge and Low Emission Zone schemes, with Transport for London awarding a contract to IBM to manage the systems that run the schemes in October of this year.

Its not an oxymoron!! Not with resources that are geared towards educating IT professionals and companies to lowering their carbon footprint!
