The partnership, which will see the creation of a BT subsidiary to deliver the services called BT South Tyneside, is scheduled to last an initial 10 years and will focus on service delivery efficiencies through the use of IT and in particular the development of self-service options for Tyneside citizens.
It is expected the partnership will save the authority £28m over the 10-year period and create at least 1,250 jobs.
The deal will also involve BT setting up a 51,000sqft public sector headquarters in the South Shields area, which will be used to deliver services to other local authorities.
In a statement, South Tyneside councillor Iain Malcolm said: "The ultimate objective of this partnership is to set about the sustainable development of a knowledge economy in the area."
