The government has admitted it may have to delay trials of a new smartcard which aims to offer kids discounts on fun activities to keep them out of trouble.
All 13- to 19-year-olds will be eligible for the Youth Opportunity Card, which will give them access to a range of discounts on things to do and places to go, as well as savings at high-street stores.
The cards can be topped up with money by young people and their families to spend on sport and other activities. For the most disadvantaged youngsters, the government plans monthly top-ups to the cards.
Cards will also carry a photo and act as proof of age in a bid to crack down on underage sales of tobacco and alcohol.
The government is keen for local authorities to examine the scope for integrating the cards with other systems that provide access to local services, in particular the Government Connect platform on which local authorities are developing online services for citizens.
But in response to a written parliamentary question asking about the launch of the trials this autumn, children's minister Beverley Hughes admitted delays are likely.
She said: "We are currently exploring the options to ensure that the appropriate delivery vehicle is available to deliver the Youth Opportunity Card. There is a great deal of detailed analysis to be done and it is important to take the time to ensure we get it right."
Hughes added: "The priority is to ensure that the technological solution can deliver the functionality required. We are working to the pilot schemes' launch as soon as possible, although we may have to revise the original position of timescale."
