Connecting for Health to be devolved?

The £12.4bn NHS IT programme is to undergo a major review as it prepares for executive agency status.
The review has been commissioned by new NHS chief executive David Nicholson, and is aimed at shifting IT ownership to local NHS organisations.
The IT Local Ownership Programme is intended to make sure the programme "is an essential part of normal NHS business in supporting the delivery of better quality and safer care", according to the Department of Health.
A Department of Health spokesman said the review is being carried out "to ensure that [the programme] is correctly structured and staffed to deliver the projected programme delivery schedule".

The move follows a recent National Audit Office report that made recommendations about how the NHS could deliver a successful IT project.
The Department of Health spokesman said: "The re-structuring of the NHS and the recent transfer of responsibilities from Accenture to CSC create a good opportunity to undertake this work."
The IT programme has suffered several setbacks and delays, including the withdrawal of local service partner Accenture and software supplier iSoft's financial struggles.
