Beating father of Linux Linus Torvalds in the rankings, Bruce Perens was singled out by this year's panel for his pre-eminence in keeping the flag of free and open-source software flying high.

Author of The Open Source Definition, a self-described "bill of rights for the computer user", Perens has been instrumental in bringing open-source software to the business world with his highly individual blend of hands-on development and corporate-friendly demeanour.

There are now 24 books in the Perens Open Source series and Perens is vice president of developer relations and policy at open-source company SourceLabs, which provides services to Wall Street and is also busy evangelising to government and industry about the benefits of open software.

Perens appears in the Agenda Setters List again this year for being a "long-term innovator" in the open-source arena, according to one panellist.
