Peter Gershon drops only two places from last year, despite having left his post overseeing government procurement as head of the Office of Government Commerce earlier this year.
Gershon has left an impressive legacy from his four years in charge at the OGC, including the government-wide volume discount framework deals with major IT vendors such as Microsoft and 'gateway' checks on IT projects in an effort to improve their success rate.
But he remains an Agenda Setter for his continuing work overseeing the public sector efficiency review for the Treasury. Gershon's report concluded that £20bn could be slashed off the public spending bill by cutting up to 100,000 civil servants' jobs and centralising and automating a lot of back-office processes.
Don't underestimate Gershon. His initiatives at the OGC are still having an impact on government IT and his efficiency review now tops the political agenda ahead of election year.
