Last year's position: Not placed

Regulators, at least purely in the IT and communications sense, are thinner on the Agenda Setters poll this year than in the past, and this ties in with the trend of 'politicos' (a category including others besides professional politicians) waning slightly.

Powell is the exception.

Last year, Stephen Carter, chief executive of the newly formed Ofcom in the UK, made the list because of the way the developed world would follow his and that uber-regulator's progress.

Now Powell is in, though he's not someone this year's panel dwelt on. A Commission member for almost seven years now, he has been chairman since 2001, courtesy of a new President Bush taking office.

Widely respected, with a tough job ahead of him still, his actions will continue to reverberate. That's his influence - not who is father is.
