Richard Stallman’s growing influence in the IT world and beyond is mirrored by his ascendance on the Agenda Setters list, on which he moves up 15 spots from last year.

His authority at times even outshines Linux creator Linus Torvalds, according to the panel, by virtue of the fact he "just never shuts up".

Of late, the symbolic leader of the free software movement is using what he terms his "small fame" to draw attention to political and human rights issues.

Outspoken as ever, he's a vocal critic of George W Bush and Tony Blair, and pet issues include legalising P2P file sharing, opposing UK ID cards and even boycotting Harry Potter books (because of a court order forbidding Canadians from reading books purchased ahead of the official release).

Founder of the GNU Project and the Free Software Foundation, Stallman ranks primarily for his contributions in the tech world but his purview is clearly widening.
