Why? Hoarding mobile intellectual property

Paul Jacobs wins a spot on the Agenda Setters list for heading up a company that is to mobile computing what Microsoft is to the desktop - controversial, powerful, respected and reviled in equal measure.

Jacobs wields considerable influence thanks to Qualcomm's intellectual property, including key patents in the realm of third-generation mobile telephony.

The CEO will now oversee the company's position on royalties in the Far East - a key battle for the future of mobile. Unlike some companies, keen to cosy up to China's tech industry at all costs, the relations between Qualcomm and China have been frosty at best.

China is aiming to create its own flavour of 3G and sidestep having to pay Qualcomm royalties altogether. However Jacobs resolves this conflict, the effects will be felt throughout the industry.
