Steve Palmer was named in the CIO50 in its inaugural year in 2007 for his work as head of IT for the London Borough of Hillingdon, and has returned to the list this year.

Palmer has spent 20 years in senior direct service management positions in local government.

His current remit at London Borough of Hillingdon includes looking after customer contact, communications, e-delivery and IT. He's also taking a prominent role in improving customer experience in general.

In addition Palmer is overseeing the Hillingdon Improvement Programme, which is aimed at shifting the council away from modernisation to a more fundamental transformation approach.

Palmer is the 2009/10 president of Socitm, as well as a Chartered Information Technology Practitioner and fellow of the British Computer Society.

As well as appearing in the CIO50 twice, Palmer also won the Public Sector CIO of the Year in the 2006 UK Technology, Innovation and Growth awards.

Palmer lives in Essex and is a keen follower of Leyton Orient Football Club and enjoys travelling.
