With Accenture, CSC and Siemens as the final three bidders for the BBC's technology group, 1400 people will TUPE to the successful supplier. But in a sop to political considerations alluded to in Andy McCue's article, the BBC has said that while offshoring application development will be permitted, everything else - including services, help desks, and network support - must stay within the UK. This makes it much harder for the supplier to make the savings that the BBC is looking for; worse, it might set a precedent for other outsourcing contracts.
