The UK government has set up a new web-based system aimed at providing an easier and more efficient way for suppliers - particularly small organisations - to bid for public sector contracts.
The system, essentially a set of software tools accessible from any web browser, were launched by OGCbuying.solutions, the trading arm of the Office of Government Commerce.
E-procurement tools maker BravoSolution will provide the technology and hosting for the system through a four-year contract with OGCbuying.solutions.
The tools encompass all aspects of the tender process, from the supplier submitting the bid to the buyer evaluating proposals. It also includes means for electronically managing contracts and for collaboration between buyers and suppliers such as the sharing of design drawings or project plans before or after a contract is won.
Sarah Cotgreave, head of ecommerce for OGCbuying.solutions, said the system "really helps small businesses" because it reduces the cost and hassle of filing lots of paper documents, a process which often includes considerable printer and courier bills.
The new e-procurement system will also allow public sector buyers to spend less time on each proposal and thus investigate a larger pool of suppliers, including small and local organisations they may have missed previously, said Cotgreave.
