If the security of the ID card enrolment process can be broken and fraudsters are issued with genuine ID cards, it would undermine the effectiveness of the system. A similar problem would arise if fraudsters are able to manufacture cards that can pass as genuine.
Already former MI5 chief Dame Stella Rimington has warned that nobody in the security services would be pushing for the cards because they could be forged.
But forged identity cards will be "ineffective" because they won't be able to be verified through the central identity database, the government has insisted.
