NEWS The French telecoms regulator, ART, has given France Telecom until the end of January 1999 to finish upgrading its cable networks in Paris. The telco is in the process of making its cable network capable of running Internet traffic, so service providers such as Numericable and Lyonnaise Cable subsidiary, Paris TV Cable, can start providing competitive Web access services to the city's residents and businesses. However, ART has upheld a complaint lodged by Paris Cable that France Telecom has been dragging its feet over the upgrades. France Telecom said: "The upgrade is going according to plan and will be completed by 31 January, but there are other issues that need to be resolved, such as the question of maintenance and cost of network rental." ART said it does not agree that the network should be rented for lower than cost price - something both service providers are pushing for - and said it is undecided over the issue of who should take responsibility for maintenance of the network. France Telecom said it expects to resolve the issues before the end of the year.
