NEWS As surfers read the online charges against president Bill Clinton in their thousands, the White House Web site is already clogging up. With the launch of the public prosecutor's report into Clinton's infidelity still an hour away, mirror sites are already inaccessible. The House of Representatives is scheduled to approve the online publication of Kenneth Starr's report at around 5pm today, UK time. Actual publication will take place two hours later. The White House Web site is hosted by a single Unix box running Netscape's Web server, according to US reports. It is set to receive a battering that could affect the entire Internet. Last year, when video game Quake II was posted online, the millions of hits it received caused the entire Internet to slow down. Starr's 445 page report is likely to be as lengthy to download as the game was, especially if it is presented in PDF format, and it could prove even more popular. The report is expected to charge Clinton with 11 grounds for impeachment, including perjury, obstruction of justice and abuse of power. Clinton will only be allowed to read the report once it has been published online. He is expected to immediately publish a rebuttal, which will no doubt contribute to further traffic jams.
