NEWS The registrars behind country code domain names such as dot-uk and dot-fr are up in arms over a large bill from the Internet Corporation for Assigned Names and Numbers (Icann). Icann is an industry-led consortium which has taken on management of the dot-com, dot-net and dot-edu addresses from the US government. It wants country-level registrars to help fund its upkeep. But reports from BBC Online say registrars will use next week's Icann summit in Japan to blow the scheme apart. They want Icann to sign a formal quality of service contract before they sign on the dotted line.
