Wigan Council has agreed to encrypt all data on portable devices in future after a laptop containing the unencrypted details of approximately 43,000 pupils across Wigan was stolen.
By allowing unencrypted data to be downloaded onto the laptop, the council breached data protection laws, according to the Information Commissioner's Office.

I believe the Information Commissioner is asking for more effective penalties.
These data losses will continue until real punishment is meted out to the negligent people.

ah, but I was forgetting, thanks to a precedent set by our ex prime ministers brother (Mr Justice Bill Blair QC), in a case involving a Mr Andre Power and the Ministry of Justice

civil servants are not accountable for any damage or harm done to individuals or groups as a result of any mistakes they may make
individuals and groups however are still fully accountable for their errors however
so no matter what, if any, harm comes to any of these 43,000 children as a result of this stupidity don't expect any civil servant heads to roll however if any ordinary people were involved they are fair game
