Overview This paper describes the research and theoretical underpinnings supporting the development of mCLASS:Math. Effective assessment of early mathematics is a vital step toward reversing the dramatic failures of mathematics education in the United States. National tests of public school student mathematics performance show that 19% of fourth graders cannot demonstrate basic competence (National Assessment of Educational Progress, 2007). Early intervention in academic areas can play a key role in identifying students who might be at risk and preventing them from later becoming victims of academic failure. The challenge is to develop an assessment system that provides teachers with easy, efficient, and reliable methods to identify students who might be at risk for failure.
